The effective damage increase is much higher than what the numbers suggest because of how armor penetration works on energy damage. Only bloodied and Anti-armor are better. So theoretically, melee weapons and flamers/Cryolators/plasma throwers will break more often because you're landing more hits and they're virtually useless in VATS (legacies are of course the exception).
