WebIt IS a bug. Really annoying to see this answer when we know what the reason is now. Yes, the conflicting texture sizes of facial textures does cause this problem. However, the bug is also caused by heavy script load or lag making the game fail to load in the proper textures for a character. And there is a newer rusty face fix that goes over this.
